I helped the software developer create it for usage in TV and Film. It's flexible, comprehensive, savable, and sharable.
Basically TC Planner allows an editor or producer break down timings per act based on a network rundown sheet or film reels. As you build your show, add your timecode data and information to the software, it shows you where you're at. Am I over? Am I under? What's the overall balance? It gives you a snap shot of complicated equations. If you're working for a network like say, Discovery Channel, where international versions can be quite complicated, this software helps simplify the process by tracking accurate rundowns for the additional content you create. Just type in your timings and boom, it gives it down to the exact frame.
When you lock, send the files to the network, print them, email them. It's that easy. You can also duplicate the files and update them as the show progresses.
So far FCP and Avid have not developed anything like this (hopefully someone will acquire it and package it with future releases, it's awesome.)
